WASHINGTON - It was May 2025, a few months into the second Trump administration, and Mr Stephen Miller, the right-wing populist powering the White House crackdown on immigration, was clearly frustrated.
US President Donald Trump had talked about arresting “the worst of the worst” of immigrants lacking legal status – the rapists, killers and other criminals he had emphasised during the 2024 campaign. Mr Miller, however, had long pushed for removing anyone who had entered the country illegally.
